There's no such thing in vanilla game.
As for the title, the game "forces" loyalty and security to stabilize at 50, so when you're above that threshold, you'll get a negative modifier (which you can overcome), and if you're below, you'll get a positive modifier. In both cases it's called loyalty/security drift.
If you own a settlement of a culture different than yours, you will get a -3 malus to loyalty, which can become -4 if your governor is of a different culture than your fief ( https://prnt.sc/110qxf2 from a town of one of my vassals).
Remember that when you're building in your settlements, the daily bonuses (housing, train militia, irrigation, festival) are disabled, so if you're in a pinch, delete your building queue and set daily to "festival and games".
You cannot change the culture of a settlement without mods.
