I know that some situations can exist for one's Steam Profile where that Profile localization can be changed which can/will/maybe effect some game's own localization efforts. Usually, that results in licensing verification issues and "missing/non-functional/serial-code" errors for Library items, though.
There's no way TW would lock out localization/translation efforts... It's got to be a bug.
Try exiting Steam (Steam->) exit, then rebooting and then relaunching Steam and then the game if the translation files are still present in Bannerlord's directory. (If they're not... whoops?)
Now it works again!

Structures of these files are changed. You need to delete everything in <Bannerlord>\modules\SandBox\ModuleData\Languages\FR par ex.
