If you get a governor of the same culture as the castle, that Governor Culture will change to +1, and your Loyalty will go up to about +1.5, which will slowly get you out of trouble.
Is Caelis Battanian? What is the name of the castle?
Note that the Loyalty screenprint says 'Risk of Rebellion,' but don;t worry about it. Castles do not rebel.
How big is the garrison? You might be able to put some more T1 troops in there to increase security.

garrison around 60 troops, well for my troop is random from T1-T6
You definitely have a Battanian castle with a Battanian governor. Leaving the castle and re-entering should get the system to recognize that.
If you can find some cheap recruits close by, you could increase the garrison, but if you do, watch your food. Once you get your Loyalty fixed, you can build your Gardens to get more food.
