How to deliver troops to garrison?
So I got this mission to train up 8 troops for this guy and he wants me to deliver them to garrison commander at the castle but our current relationship is -1 and I cannot enter the castle. How am I supposed to finish this quest?

EDIT: Update folks! I found the guy that gave me the quest gifted him 15 horses to improve relationship by 1 to 0 went back to the castle. They let me in now and I was able to speak with the garrison commander and turn in the troops and complete the quest. I would request the devs maybe update this quest to make it where you can "Request a meeting with garrison commander" without entry to the castle in the future as we are trying to complete a quest and do a favor for the noble it would make sense to be able to turn it in even if you aren't on the best terms IMO :)

Strange iam Sturgian myself, created character specificaly to be a part of Sturgian empire but they dislike me at the beginning.
It is my first quest after tutorial.

Can anyone tell me where the garrison commander is located? I am tracking the quest, but it keeps guiding me to the lord (who gave me the quest) rather than to the garrison commander, to whom I'm supposed to deliver the troops.

In the quest you should have a location like a castle or a town the garrison commander will be there. If they don't tell you then check which castles the lord owns and you may have to visit each (hopefully only a few)
