My little bro and sis are not showing up in the Character (Skill) menu.
I went to the castle they were staying at to see if they had grown enough to take them into my party. They looked really young--like about ten years old--but I had the option to take them into my party and they came with me. They appear in the Inventory (equip/load-out) screen, so I can give them armor and weapons. They show up in field battles and fight alongside me and the other troops. They look so funny on the horses because they are small and their legs don't even go around the horses' bodies. And their little voices sound so funny at the end of the battle when they do victory cheers! I know, I'm a bad big sister for exposing these children to the horrors of war and teaching them to kill at such a young age >:) The problem is that they are not showing up in the Character (Skills) menu. I can see in the field battle log that they are gaining skill points, so I know their skills are registering in the game. But without the ability to access them in the character menu, I cannot distribute focus points. I'm hoping they will appear in the Character menu when they grow a bit older, and i think this may be what will happen because their pictures in the Clan menu under Family still show as infants. But I'm a bit nervous because it doesn't make sense that I would be able to take them into my party, equip them, and bring them to battle before they are ready, but not access them in the Character menu before they are ready. Did I mess something up? Has anyone else experienced this?

I believe to be able to see them to level them up and spend their trait points your brother and sister (along with your children eventually) they need to be atleast 18 years old to see that part. I had a playthrough where my sister was 18 and I could level her up, but my brother was only 16 or 17 and I could not see his character screen.

Sounds like a bug. You shouldn't be able to get them until they turn 18. Look them up in the encyclopedia and check their ages. If you can't find them look up your own character and they will be listed in the list of your family members.

Were you eventually able to see your brother and distribute focus points?

Hey, thanks for the advice! I had tried to look them up in the encyclopedia before but they weren't showing up. I did what you said--look myself up and then click on them in my page--and I was able to see they are 12 and 15 years old. They were probably a little younger when I got them, but they are still pretty young. Just now I went to attack a bandit camp with just me and the two of them. I took some screen shots. It's pretty funny. If I knew how to upload the screenshots to this thread I would.

I haven't messed around on that playthrough enough for him to age up to 18 sadly, the curse of rerolling too often.

A google search led me to instructions on uploading screenshots to IMGUR and posting a link here, in case anyone wants a laugh. But I'm pretty I've seen pictures on threads, not just links to pictures. If anyone knows how to do it and wouldn't mind helping me out, I'd appreciate learning.

click your name on the steam window, then content, then "upload screenshots". This will let you upload steam screenshots. If you need to upload non-steam screenshots choose "upload artwork".

Once you've uploaded the file and set it to public, go back to your relevant page(screenshots or artwork), and click the picture you want to link. You should get a popup window- from here, click the "enlarge" icon next to the link name at the top of this pop-up. You can then copy the new window's url to put the picture in-thread.

Update:

Sis' 18th birthday has arrived and she is now showing up in the Character (Skills) menu! She was earning experience and skill-points during her entire murderous childhood! So many points to spend all at once; it's like Christmas! And the timing couldn't be perfect. Right now I'm grooming a settlement for relationship points in preparation for our first siege. After our siege, sis will get her very own party with all my best troops. And we can't wait for bro to reach 18. He's now 16. He's gonna have soooooo many skill points by the time he reaches adulthood--to accompany the many emotional problems from a very murderous childhood!
