The garrison consumes food.
The presence off bandits and looters affects food.
The amount of food available for trade affects food.
Having an Orchard affects food. Having a level II or III Orchard affects food more.
Hover over the Food line in Manage cities to see what is affecting your food stock.
I am not a fan of that catch-22.

Sometimes your best option is to pull your good troops out of the garrison and either give them to a companion party or warehouse them elsewhere, then let the prosperity tank until you rech equilibrium.
While that is happening, develop your Orchards and Granary and Militia. (Militia do not consum additional food.)
That's what I'm saying:
City fully upgraded
No enemies
Very small parties of looters (10-15)
Prosperity 6000 (+17 per day)
7 caravans from all remaining factions coming back and forth to trade
+ I "gave" 700 grain & fish to the city
There are already tons of caravans trading in the city.
Do that and it will tell you where the food is coming form and where it is going.
There are probably big minuses due to Prosperity and Garrison.
I think you are not understanding. The devs decided to code it in a way which means the higher your prosperity, the less food you have. Because, your people are wealthy and throw more feasts.
It is a vicious loop which means the player/fief can never advance beyond a certain point. I think they are using this mechanic to "balance" the player verse the ai. It almost pushes the player into capturing or purchasing more fiefs which I believe is what TW intends.
