Report a translation problem
There are three pieces of the banner. You get one piece during the tutorial and each of the above characters will tell you where to find the 2nd and 3rd.
Once you have all three, you must decide how you wish to proceed. Either destroy the Empire or Reunite the Empire.
NOTE: This quest is not fully implemented yet. There is a portion of it about a conspiracy which is not complete. Also, if you proceed, all factions will start declaring war on you non stop until you destroy them.
By the way, you can create your own kingdom without doing this quest, if that is your choice. This quest is intended for people who wish to participate in the story line of the Calradian Empire.
If you meet those criteria, and additionally are not a vassal or mercenary in one of the factions, there will be a button 'Create Kingdom' on your clan tab. Push that button.
Then struggled for a while to keep it (it gave a very nice income boost so I could afford more and more men), enemy re-took it like 4 times until I got strong enough to counter-attack into the main territory. I got lucky other factions did not declare wars against me during that time or I would have been cooked.
Anyways I believe the game has way to many limits that enforce a particular game style (learning caps, party caps, workshop caps, very un-sandboxish) and it makes starting an empire a pain.
I tried everything mentioned .. EXCEPT .. my nationality is not Empire.. It is Valandia (for the bonus). I guess .. I can start .. AGAIN ..
Honestly .. this is a key part of the game, why is it so stupid and hard? Make a damn option that allows people to simply declare themselves a kingdom when they have the banner .. get rid of the stupid quests..
Like I said .. I have all green checks, I meet all the requirements. I talked to both of the people, I carefully went through the prompts and did not do anything non-standard or weird.. Its just broken.
Yes yes .. I did all of that correctly. I followed the guide, step by step. It has worked in the past (I have a lot of hours played) .. Just in the last few releases it no longer works.
Has anyone started a new game in the last 2 releases and founded an Empire Kingdom?

Are you sure that you have both dragon banner pieces and didn't forget a hideout? ik im asking obvious, the reason I ask is if you talked to them both, and both hideouts appeared, it gives chance to error instead of doing it one after the one,unless this was fixed(aka bandit dying before you get there, meaning no banner for you)
Also how long did you wait until doing the quest? do you have fiefs? etc
I was frustrated playing the game when I cannot create a kingdom. I too thought I broke the game, so I started a new one after more than 170 hours with the first one. I did both Istiana and Arzagos quests. I fullfilled all the clan requirements and revisited both quest givers. I wanted my own kingdom. After meeting the requirements I thought that there will be a dialogue from either quest giver(s) about creating one. As //Hawthorn// had indicated in Post #6, why can't the game just give the player the option to create a kingdom after meeting all the requirements in the quest giver dialogue. Instead, the game developers have to bury the option inside a folder without giving a hint that the option had become available. After about 200 hours into my second game, sieging castles and towns with only a party of one, I accidentally discovered the option. I was angry about this because I can never get back my wasted 170 hours.
