What you've said is the golden rule to win. Also keep in mind wolves always should be the one to decide where the sheep are gonna be placed. Game starts as the first sheep is placed, not after all of them are placed. So force the hand of your opponent to certain tiles with your 3 wolves while making sure 1 wolf is reserve and free to roam. If you can calculate next 3 step the game becomes so easy.
