and you need enough villages with recruits (not raided).
Try to look at the prosperity of cities. More a city is propser, more he give income, more the clan can paid troop. Or maybe just the IA increase garnisson very slowly and these cities were never attack before. It's the only explications I see. :(
You can alway donate troop to garnisson yourself. Not a very good solution but it's the only thing I can advice. :-/
if you want play lategame, you have to accept the flaws.
