How do I increase a Companion's Tactics or Charm?

Those 2 skills are required to send Companions into quests

You can't with Charm. With Tactics, you probably have to make a party with them, then accompany them into non-simulated fights where their troops can get kills.

So, give them a party, follow them around the map, join their battle, then just hang out while they do the work?

Yep. Might also have to keep your own troops from killstealing. It'll probably take a while since it's pretty much the same as training your own tactics except you can't autocalc or abandon troops.
