City's "Stash" doesn't count toward's the settlement's food reserves, does it?
I'm a little bit annoyed with the city management in Bannerlord.
Despite all my best efforts, I'm unable to maintain positive growth in the city of Revyl, which has two food-producing villages attached to it.

The biggest hit to my city's food reserves appears to be Prosperity... Which I can't really do much about.

I've tried downsizing my city's garrison by taking out all of the Tier 3s.

I have only a garrison of about 200 now (Almost all Battanian Fians). I've gone some 200 days without having my city come under attack, and now that I've slashed my garrison in half, I wonder if they're gonna be coming.

And it's all for nothing, as my city is still suffering a food shortage.

Friendly armies like to visit my city sometimes and I suspect what's happening is that they're buying out all the food in the market which puts my city into a huge deficit.

I'd have like 1500+ Fish and Grain one moment and then come back and see that it's all gone and the city suddenly has 0(-55) Food Reserves. Then all the rest of the city's metrics start suffering and my Fians start deserting.
