As the title says can you not rest your men or yourself ?must i stand in city and wait?

To rest outside of a settlement, simply don't click anywhere on the map and just press the 3 key to fast forward time. This counts as resting, you should see your health and wounded soldiers regenerate slowly.
You can see what is affecting your regeneration speed by hovering your mouse over the little icon in the bottom right representing your health, and will notice it is significantly faster when in a settlement.

You get a healing bonus if you're in a settlemen or castle, but as Wigbert says, just stand still and speed up time.

When time is paused you do not rest, seems pretty intuitive to me

Stand still on the game map and press the "3" key on your keyboard or press the fast forward button on the on-screen UI, that should get time moving along
