Multi-hit perk (2 handed weapons)

Does anyone know what this is supposed to do?

Multi-hit perk Description: +40% damage for every successful secondary hit.

Does it mean for every target hit beyond the first target (in 1 swing), the damage done to the extra targets is increased by 40%?

Or

If you hit a target once, your secondary hit on the same target will do 40% extra damage?

Assuming this perk works, for a 2 handed axe user, would you take this perk or the edge placement perk (3% extra cut damage)?

With enough momentum and the right angle you can always hit multiple enemies at once. This perk increases the dmg of those multi hits.

the latest beta the culture bonuses do work for sure. and there are plenty of perks that have worked from the start, but also yeah not all of them work yet
