Wanderers wandering around towns? Cannot find to recruit.

So it seems that a majority of the recruitable wanderers in my game are in towns/villages or "last seen" at them, but not showing up when I go into the town itself. Taverns are mostly empty. No idea where anyone is.

Really? I never actually had any dialog choices when talking to the random people before. Guess it's changed since I last tried.

Shoulda been in the first release. Can ask pretty much anyone you find except guards. Can also hold alt to see names in town

Do they show up on the initial screen upon entering town? - the screen that first shows up when your party enters the town from travelling on map?
There's a bar at the top-right that lists the important people in town - they'll often show up there. Click the box with their portrait and it will take you to them immediately; no need to walk around town.
Hope I made sense.

Edit: May have to click on the Tavern option first, then the bar of people will show.

So no they aren't showing up on the "important people" bar. And to my knowledge these little towns don't have a tavern. At least they aren't marked on the "alt" highlight nor do they have a menu tab for the tavern. For instance one of the towns I'm trying to recruit someone who is apparently at Baq but I cannot find her anywhere inside the village, yet for the past 7 in game days it says she was last seen here.

I guess this is bugged then? She's been here for the past several weeks. Most of the wanderers are in small villages like this one.

Enough about my issue, do you have mods installed?

The only time I've seen wanderers in villages, is when they are your companions and you are visiting the village. I've never seen "unemployed " wanderers in a village.
That pic you linked is from the encyclopedia, when you visit baq is she there?

I did visit Baq and she's not there, unless her name isn't coming up when I look through the name highlight. And when I ask a random person, she doesn't come up as a person to look for.

Considering his big fat buttons with "edit apperance" and "change name" he quite obviously have mods installed yes...
