I know you can sort of cheese it by using the very overpowered end-game Trade mechanic that basically allows you to buy the city from the Lord in question. You might be able to use the Barter mechanic?
As far as how it functions... I don't really know that any mechanics have gotten any official explanation other than maybe a few in the TW forums where player were bughunting. There are, of course, "code" dissertations and the like on various things, but not all of those make sense by other bits of code that probably come to bear.
I would think that the King is key and having a good relationship with him would be required. It's "his" fief, after all, that he's letting some Lord rule over in his stead. The rest, if voting is required, would be up to those lending their influence.
It could be a feature that's not fully implemented if all the Lords are always voting against it. That sounds like a "default" reaction thing. Surely, if not, there's be at least a few voting idiots out there that would vote for just about anything, right?
I can only barter denars and inventory with other lords within my faction. The option to barter fiefs is greyed out.
