Getting fine steel not possible?
I aquired the research skill on smithing instead of the fine steel craft. Is it impossible for me to now get fine steel?

T4-T5 weapons drop from higher level battles and tournament, smelt these

Pugio's (Yes the cheap dagger) smelt them, they always give like 1-2 fine steel
