Now tell me if you see the differences. Look at the boots and gloves on the elite cataphract and compare it to the normal cataphract.

I know what the gear is. The elite is wearing decorated boots and gauntlets which last I checked was inferior to the lamellar plated gauntles/boots of the normal.
