Report a translation problem
It's not a mod, its part of the game. I've even seen them on the attackers side too.
They're probably just in weird places sometimes.
I know where they spawned when I played earlier today, but they're not there in custom battle
Off the top of my head, (on the same empire city, Which is used for Poros, "Jamyletic" (spelling), "Zeantic?" (Spelling?). There are arrow boxes along the far left and far right towers, They're placed to the sides of the doors. and I remember one ontop of the wooden gatehouse behind the mounted crossbow.
That was my first thought when I couldnt find them, that the walls were of a low level.
Might be connected, but can't say for sure.
Imperial and Vlandian strongholds have crossbow bolt buckets. And Khergit's had buckets with steppe arrows. As others said, the town or castle wall level and model might have something to do with some appearing or not appearing. Also I never saw one of these buckets for the attacker side.

I don't know its name, but MB some of you will recognize it? It was castle, not city. It's kind of huge, so maybe its the reason why there is arrows for attackers...
