How to do diplomacy for your own faction?

I'm not sure if it's tied up in the conspiracy quest or anything, but I can't seem to declare war on other factions when I'm the damn king! Lol, my go-to move is to just capture some villagers, but even that has its downsides. Anyone figure out how to do it? Button is always greyed out for me to declare war.

Still not in the game. This is why creating your own faction is broken. There is a mod for it to declare war and peace via one of your cities sending a messenger.
