In general, when that happens with a game, first make sure you don't have any cloud-save options checked. (Bannerlord doesn't support that, but check anyway.)
Then:
Check for stalled/hung/present Updates:
Steam-> Library-> Downloads
Go ahead and let them update. Force if necessary. If you've got a huge que... why? :) (Pause 'em all if you'd rather, but I'd suggest doing the appropriate housework and letting them update.)
Then: Check the Client.
Steam-> Check for Steam Client Updates
That should, besides checking for client updates, check your Profile, your Library subscriptions, as well as your Workshop subscriptions. Let it run.
Then: Verify local files
Steam-> Library-> Right-Click on Bannerlord-> Properties-> Local files-> Verify
That'll do a final cleanup of Bannerlord, just in case. Let it run. It "shouldn't" show the sometimes common "downloading two files" update - That's normally just housekeeping work pushed by Steam for Workshop lists/subscription stuff and can be present whether you've subscribed to anything or not. IIRC, it should be cleared with the previous step. But, maybe not. :)
Then, Exit Steam fully:
Steam-> Exit
That will release its caches. They can kinda/sorta get borked up and end up hating everyone...
Then: Reboot (DO IT) that will clean our your caches/stack/e'rything.
Restart Steam after the computer finishes rebooting. Play game. Load Save. Play. Save save... LET IT SAVE. :) Then, calmly Exit the game. Wait a minute. Check processes.
The above list of "Stuffs To Do To Fix Teh Steam Borked" should basically take care of anything related to a Steam issue. "Should." And, yes, it's worth listing and directing players who are having issues to all of the normal UI-reachable fixes, just to cover everything.
Note: If you're playing Multiplayer, I don't know how Steam views the BattlEye client. What BattlEye will choose to do once Bannerlord's exe closes is... not in my job description. IF it leaves a connection open and Bannerlord can't/won't close it, that's TW/BattlEye's fault. Also, if you've tried Mutliplayer, Battleye will be installed. What it does and why is... not in my job description.
PS: And, if you're running mods, post on the modders thread or site and request tech support help. :)
