It does not. I killed some lords so the village elders are at -100. They wont give me quests. Spent a great deal of time making villages prosper and eliminating bandits. No relation change.

The only way Ive seen is to do the quests they offer or if villagers get attacked and you aid them.

It's not a reliable method but if you split companions into parties they can potentially give you rep with notables. Very unlikely you get the ones you're trying to get rep with, but it's a nice passive gain

Villages like it if you take out bandit CAMPS, but largely ignore it if you take out random roaming bandits. They also appreciate being rescued from bandits when under attack while traveling. The amount of relations bump you get from such feats is less than you get from missions, but will often be applied to more than one notable (though not necessarily more than one in each village).

If you beat up on criminals inside towns that increases your relations with the entire clan that owns the town, not sure if that extends to the villages* though but worth a try since its like +2-3 each time you do it.

You even get nice loot as well like thamask steel or whatever its called or even spices.
