I do believe is a yes since is part of the main history line (once you join or create your own Kingdom)
Its actually implemented. I did create my own Kingdom. I don't know to what extend is implemented but I had access to Kingdom options and my own Kingdom. Regardless, is not a good idea (at least in my game) since the biggest Kingdom will attack you before you even ready to counter.
To OP: you must not follow any other Kingdom. You have to keep the banner. Giving the banner to another Lord just makes you his/her vassal. You could also go the easy route and once you are given a castle or city just go "Rebel".

Fiddled around with the storymode. commands, but couldn't get it to reset properly. Guess I load an old save before I handed off my dragon banner.
