You are looking in the tavern, not the city itself?

Yeah I know its a bit slow. I waited in the city till it refreshed and checked the tavern right after it refreshed in the encyclopedia. Then left the city and came back just to be sure. Tried this multiple times.
Yep looking tavern then had a look around the city thinking they were hidden or something.
Haven't disbanded anything yet, still fairly early game.
Waited for it to refresh. Checked the tavern in the city the encyclopedia suggested then the two closest cities.
Its likely that they already have left that town.
This would make sense if so. But are you sure? it says last seen X number of days ago and then resets after so many days to seen today.
Potential Companions can get captured? does that mean you can find them wandering around outside of a city? And that doesn't explain why they aren't there right after it refreshes to seen today at that location.
I guess unrecruited ones can get put in a pool for some days to simulate them walking to another city.
I haven't tried tracking down a specific companion yet.
Turns out the Encyclopedia is just Balls for some of them. Turned on cheat mode and hopped around every city and eventually found the two that where not where the Encyclopedia kept insisting they were. One was two cities over the other was on the other side of the maps. For all the others its been dead accurate.
