Drill Master or Citizen Militia perk?
I'am at 150 leadership skill level. What I should use Drill Master or Citizen Militia perk? What is more useful?

I could be wrong, but aren't these both governor perks? If so, neither will have any effect, assuming they work currently, if it's on your main character since they can't be a governor.

Yes they are. Another useless perks...

Yep, I so wish that each place the perk was context sensitive, so Drill Master would have a different effect for personal (e.g. you gain a bit of xp per day), party leader (your units gain xp per day), governor. That way you, or a companion leading a party or a companion as governor would all get some utility.

I'm under the impression this is part of the reason they're reworking the perks because there are a lot that either don't apply to the player, or apply to the player and not to companions. If they stick with the 2 options thing, it'd be best to have an option for player character and an option for companion, or have one of the 2 apply to both and the other be a specific situation
