Hastati / Triarii troops from where?

So I beat another Lord in battle and some of the prisoners I got were Hastati and Triarii troops, where can I recruit these guys from?

I had a playthrough where I rescued a large number of these Legions, and incorporated them into my army. The Triarii are pretty good, but they have the same drawback as every other minor faction troop, they cap out at Tier 4.

Ok, here's an idea: When you capture top tier bandits, and you convert them to regular troops, they become Noble line troops of the various factions. The only exception is that Looters become Imperial Infantry. What if they instead became Hastati? Also Tier 2 troops, and need to be ranked up to Principes then Triarii. I think this would be a good change.
