There is no way to know how much to give (I was only -1) and then he would not allow me to give more.
Isn't the point of these quests to raise rep anyway? If this isn't a bug it should be.

So, an updated way to help for y'all, go to a village that is a fief of whatever clan the castle or whatever belongs to, and see if any of the notables have a quest for you. Each quest finished with a village notable seems to give +1 relation to the clan as well, not just the notable's improvement. Good luck y'all.
And how does one find the garrison commander?
That was then now the garrison commander option shows up on the town/castle main menu. by that i mean you go to the town/castle to turn in the quest and hes right there on the menu.
Doesn't work for me. I cannot enter the castle and there is no one there to turn the quest in.
But again, you do not enter the castle.
Why have a guy ask you to do a quest, if you can't do the quest?
