It's the only way to create an army, so yes.
Join a kingdom as a vassal, get some influence, create an army, siege a weak castle, and hope it gets given to you in the vote.
I got extremely lucky and was given a town and castle that I had no part in taking.
You can then let your castle/town build up militia, and build up its garrison yourself, then leave the kingdom and keep the stuff you hold.
