Honestly, I don't know. I haven't tried repeating the quest since I originally had the issue. With all of the time that has passed, and the amount of updates/patches they've put out I had assumed it had been fixed. Apparently not, if you're still encountering this issue.
Did you accept other quests at the same time?
I oncs had a bug when accepting two quests at the same time.
Other than the main story quest, no. That was the only side quest I had in my log at the time of the incident. I typically like to focus on one task/quest at a time to keep things simple.
Players have been reporting that an NPC is missing in towns when they should be there. I have seen the problem and the best solution is to exit the town then enter again. My guess is that the NPC isn't spawning in a valid "slot" or a broken slot so they simply go poof ... :(
For sure, reloading the town works 100% for me.
Also, check for the arrow > to go to the second page in the list, or go to the lords hall (if you can). Sometimes this can help, sometimes not. I dare say go to the dungeon, but that's not needed but who knows .... maybe Oragur slot could be random enough he might actually go there if his normal slot is taken by someone else ... :P ... (or he's just creepy that way).
