it level stewardship at least i believe it does. i made myself quartermaster and got the food bonus then my stewardship leveled every few days.
leadership seems to only level realy when you become a king or a vassal which is a shame.
So the only answer to this is get married to a warrior wife, and summon her as an army. and lead that army to level your leadership. You can also summon your companions to form an army without using influence, but you will pay for their army. It's not very expensive if you are financially established, but a few hundreds to a thousand denar per day can be a lot of money.
1) Fight decently strong (talking caravan level, I think?) enemies. I can't remember how much it decays per day, but if you can keep it up, you'll reach 100.
2) Become a vassal, drag an army around to grind leadership.
Note, the leadership XP for having high party morale is pretty terrible, even at 100 morale.
