You can't turn infantry into cavalry by giving them horses.
To get cavalry you need to level up your soldiers and choose a leveling path that leads to cavalry.
Once they get enough XP you can upgrade them to cavalry units if you have horses in your inventory.

you can't , that would be too logical.

Once your infantry is ready to be promoted to a cavalry unit you just click to promote him and it uses a horse out of your inventory. Make sure you don't just buy the cheapest horse though, it has to be a proper horse.

If anything, it would be illogical. You can't turn an infantrymen or recruit into an horseman just by giving him a horse and telling him to ride it.
He needs the equipment and especially the training for it.

Those horses count as beasts of burden. Like mules. You need better horses.
At some point, to upgrade cavalry to the highest elite units, you will need war horses.

Not really. Combat on horseback is very hard and takes a lot of training. It makes sense that cavalry is locked behind some of the higher tiers. The only thing that doesn't make sense is that cavalry doesn't have a higher upkeep cost, when it definitely should.

Desert horses work, they're only around 200 coins each.

on any screen that has a soldier tile, e.g. like your party screen, just right click each soldier tile on the right and it shows you the whole upgrade tree for him.

it also works on the post-battle unit level up page, you can right click the enemy units on the left to see if they can level up in the future to become cavalry.

p.s. most require war horses to become mounted infantry I believe

Sumpter Horses are still good to have. Every horse counts for travelling faster, cause the infantry can use the horse for traveling. It makes hunting down enemies a lot easier.

Sumpter horses don't make you faster. They increase your inventory limit.

Some units can eventually be upgraded to cavalry as long as you keep your war horses ready

There are argo horses, horses and war horses.

basic units need horses to upgrade, elite units need war horses to upgrade.

find a village that breeds horses

Its always good to loot horses after battle. They can increase weight limit, are usefull at promotion and if your party runs low on food, you can also eat some.
