Have you checked that they are single? Check the Encyclopedia (N I think). Find them, check their family. If they have a spouse, they can't be married. Assuming it works the same as marrying a woman.
Go to any town or castle and enter the keep or view the tab for the keep.
Once you see a few npcs check to see if they are nobleman, if they are keep waiting there and doing quest for them if you want to better your chances(no idea if it helps)
Now this nobleman will not move from that castle or town so you can grind stats to improve the chances when you ask for marriage or simple save and keep trying for each phase.
Its a 3 step process, pass phase one and two then get permisson from his clan head to marry and done.
Carry him in your party if you want to have kids.

Maybe you were not exotic enough. My husband said, that we would make a strange couple and not that he is flattered. I only needed 2 conversation where I won him. Then had to ride to his father, pay money and done. Some males like "strange" women :P
