I dunno how extensive it would be, but there is some level of city management/creation in the game.

You can own villages, castles and towns and upgrade them. If you own a village you can build a castle which is attached to it. What you can't do is buy a plot of land and just build any of these things anywhere.
Base building like in survival games is fine, but upgrade options is just as good i think.
Like a really nice looking castle with really nice looking upgrade options is prefereable to what survival games offer which is mostly very mediocre looking structures.
I am hoping Cyberpunk 2077 goes the same route as M&B II actually. Awsome player bases with customization options.
Fallout 4 actually added recource gathering and base building like survival games do it and it was a good addition. Some super nice bases are possible, but its not neccessarily the best way to go. The resource gather/mining was a great addition though.
where are the "if you own a village you can build a castle which is attached to it"?
What: If you own a village (which you can't do in bannerlord, you can only own a castle or city, villages are like cows and just come with) you can build a castle (which you can't do in bannerlord)
When: In 2018 when bannerlord didn't exist yet

In 2018 they had a plan to allow you to build a castle. In 2020 they realized that wasn't going to happen and shipped the game without anything like that option (you can't even own a village independent of a castle or city)
In 2021 somebody necro'd a thread from 2018 referencing the idea.
I'm genuinely confused as to what's confusing about this.
