No....just no. Fire arrows where rarely to almost never used in battle. They were only used as a utility tool, to light ♥♥♥♥ on fire, and even then they were extremely ineffective.
Also this.
Maybe they saw the Game of Thrones episode where Castle Black is attacked and the Night's Watch used fire arrows, seemingly no reason other than so that the audience know they are shooting arrows, and assumed this is representative of combat.
Besides, I highly doubt we'll get more than fire balistas/onagers and fire pots in native.
Well, then again, walls exploded at 100% damage in Shogun 2 due to fire damage, throwing entire units like 20 feet into the air.
