Soviet Union symbol
Is the game set in Russia or the Soviet Union...? The sickle and hammer piqued my interest.

It's set on another planet, not in Russia or the Soviet Union. It does have an important aspect of it that's related to latter, but I'd rather not go into more detail to not spoil this excellent game.

"Alternate history" inspirated by novel "Aelita" 1923 (Tolstoy, Alexey Nikolaevich) (some critics think that was inspirated by novel "Mission to Mars" 1918, Sophus Michaelis)
however, the authors of game twisted story inside out and turned into a rough anti-Soviet and anti-Russian propaganda as are the times of the height of the Cold War :(

If you have not read novel "Aelita", do not know Russian, do not know the real story, do not wait allusions to the story "Aelita" novel, it's just a beautiful exploration game, with non-trivial puzzles, and beautiful surroundings...

btw, knowledge of the Russian language and plot of the novel makes walkthrough more easy

of course, the fact that russia was a part of the soviet union does not make this question seem totally useless.
