I am having the same issue. I recently started playing and got the volume sliders where I liked them. I came back to the game, loaded my save and I can barely hear his voice now.
I originally had the master and voice sliders maxed, video about 75%, effects and music about 25% with my computer volume around 25%.
Now to get his voice to the same volume it was previously, I need to turn my computer volume up to around 75-80% and this makes all the other sounds way too loud. I have to drop the effects, music, and video sliders to almost off and turn my computer volume almost all the way up.

Edit: I started messing with the volume sliders some more and I almost completely lost his voice. It was to the point where I had to turn my computer volume all the way up and I could just faintly hear him.
I then decided to try maxing all the volume sliders and this actually fixed the volume issue. This is still an issue though because I need to adjust the sliders and it will probably do the same thing again.
The voice volume is getting reduced by the effects slider, but it only gets applied the next time you start the game. It is only the effects slider, the other volume options do not cause issues.
The game applies the effects volume reduction to the voice when you launch the game, so the workaround is to max out the effects slider every time you exit the game and then lower it to your desired level every time you start the game. You must max the effects slider every time you exit the game so that the next launch has the effects volume at 100% and therefore will not reduce the voice volume at all.
If you forget to max the effects volume before exiting the game, the next time you want to play, you will need to start the game, max the effects slider, restart the game, lower the effects slider to the desired level. All the others sliders can be left where you want them.
I haven't played this game yet, but is it possible to cut to the chase, and simply edit the relevant setting(s) in a config file (And if necessary, set the file to Read Only in order to prevent it from being modified on start-up)?
I don't know at what point the game decides to lower the voice volume, so I'm not sure if setting the file to read only will lock the settings or if it will just boot the game with those settings initially and then still reduce the voice volume by whatever you have the effects volume set to.
I guess someone will need to test it. If there is a settings file with the audio levels, set it to read only and then launch and close the game a couple times to see if the voice volume drops. I would test it with a low effects volume so the voice drop will happen quicker without having to restart the game too many times.
Well, if I experience this issue when playing the game, hopefully I will remember to post something here after trying my suggestion!
