Of course, often the best strategy is to simply stay out of it, but this will have consequences too.
As to your second issue...yeah, I agree, that's a bummer you can't kick the AI in the pants and be all like "You'd better join me, dingus!" I think the dev intended for you to simulate that, by telling them to declare war on the other party or you'll declare war in turn or something. Always has worked for me in the past. Or you know, made things much worse.
