I was about to say upgrade to Windows 7... But... Yeah. :P
You need to run the DirectDx 9c setup executable to load up old graphics files that will not be installed on Windows 11.
Just go to:
C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist\DirectX\Jun2010 folder
and run DXSETUP (the executable file contained in the folder).
This will update the missing files you need to run this game on Windows 11.
You might want to change your desktop screen resolution to 1600 x 900p (or 1366 x 768p lowest possible resolution compatible with the game), before you start. This will result in easier to read medium sized game fonts.
If you run the game with your desktop screen resolution set at 1920 x 1080p, you might find the font size is small and hard to read.

It works even with the startup movie!
locate the "startup.ini" file in your DW:U install directory and edit the intro movie setting from 1 to 0 and save.
This should hopefully fix your issue.
Another thing, I recently started playing Stellaris again, and it automatically installed .net. Another game I recently reinstalled is Star Traders Frontiers, and it also installed a missing component automatically. It would be nice if DWU could do the same.
