bacon+retreatUE+das chrome pirate behaviour

i have been playing the past weeks a couple of games with different races and it seems that the pirates behaviour has been changed compared to what i remember from when i played vanilla a couple of years ago.
specifically they dont seem to attack my empire nor do they construct bases in my planets.
i may had once a pirate faction build a base in my planet in about 30 games. they are quite passive. my seetings are many/strong very hard pirates in all the games i tried.
in my older games i remember if i didnt pay them protection money they would constantly attack my bases/ships.
