Troubles unlocking all pictures

I've played this game multiple times and got all achievements except for the one where you collect all pictures and I just cannot seem to do it.
After I am done with the story, I go back to the album to see which pictures I am missing, I go to review the chapter and make the choice needed, but the picture does not appear.
I have finished all story lines so all pictures should have been unlocked at least once but I cannot get them to appear in the album.
Did anyone else have a problem like this? How do you solve this?
