You must be one of those they say "Derrr you can't see 60FPS derr." Either do it and see or shut up.
Not one of those 60FPs ♥♥♥♥♥♥ as you put it. Really don't care what FPS is, but if doing a few changes makes a game play and look smoother then I'm gonna change it. Please show me a game "built" for 60 and one for 30. I would love see that.

I always thought 60 fps + was the best. I never liked 30 fps as it makes the games feel unpolished and less fluid.
30 FPS is common on consoles, because they mostly don't optimize the game before release.
On PC its been common with 60 FPS since Doom 1 was released.
BTW: Compare a 2D game at 30Hz vs 60hz.
Try Chaos Engine and Speedball 2 which is scary examples on how bad 30 hz is.
Nintendo also dislikes 30 fps. 100% of all their games is 60 fps with locked v-sync on Wii U.
Some also with native 1080p/60. (Smash Bros, Zelda WW)
It is not that a game is not optimized for when they launch on console, it is that getting rock solid 60FPS is a hard thing to do if you still want to keep more detailed graphics on screen. If VSYNC is desired, then it is best if the game hits 60 or 30 FPS reliably. A 60 FPS game working at slower rate shows jittery video and, depending on the developer, non deterministic reactions to the user commands. So many developers choose 30 FPS and nice graphics in the consoles. However, some developers even got more eye candy than possible and ended up in the sub 30 FPS with VSYNC disabled - showing visible tearing artifacts, ehem, one of the Assasins Creed 2 games. Boy, how pretty these games look based on the screenshots but how bad they play on real life!
By the way, Doom is a bad example. It does have internal logic only working at 35Hz, half of the typical VGA refresh rate of the day, 320x200@70Hz. Note that other developers might choose to have internal logic working faster. Forza Motorsport developers state their internal logic works faster than the video refresh rate, at something like 300Hz. So you end up with a faster simulation than what is shown on TV. It makes sense for a driving game where every milisecond counts.
So it is up to the developers to do things as they see fit. I would really like all games work at faster speed, in a controlled manner.
during combat there is no problem at all just it is dropping briefly sub 30's when i hand a gift to the girl. EVen boss fights remain at 60 fps so i don't think it is a GPU setting issue.
Zelda Wind Waker is 720p 30fps, It goes down to 15 when bomb ships are shooting at you.
Also the people that go "30fps hurts my eyes!!!" are morons. Reality "runs" at 24FPS (or 20, Some people say) But you can percieve up to 240 FPS (according to studies). Seriously though. If you say "30fps hurts my eyes" You must be real fun to watch movies with.
