I confirm this works but it reverts 60 fps mod to 30 fps.
Some say that changing the Compatibility Mode of the game to Windows XP Service Pack 3 also works and avoid the hassle of changing the settings fiiles, but I haven't tried that, so I can't confirm if that method also works.

An additional thing to try might be turning off Steam Overlay.
ive tried to delete the file and start again, tried deleting the files, even downloaded the game again anyone knows what going on help.
Or you could tell us the fix is to set the game to 30fps......
rather than make us download a suspicious file and give you money for no reason
