I mean, having that stuff splattered on you would make it so much more likely for the smallest cuts and scrapes getting infected seriously. Of course the health risks aren't limited just there. But the point is, while it might be a temporary help in a bad situation, it doesn't really seem like a long term solution.
Even in the comics (spoilers) it's not like Michonne had leashed walkers with her at every single moment, even though using them is shown to help. And in 400 Days Roman's diner group seemed to use walkers to both scare away humans and keep away other walkers, but considering how things turned out... not the perfect solution.
Personally when speaking of "covering" anything, I'm surprised no one in the apocalypse has figured out to use animal hides and wood to cover their limbs (and other highly possible places of getting bit). While amputation is shown to apparently work in SOME instances, it's still nice to keep your limbs. And when you're bit somewhere other than your limbs, it's not like amputation is a possibility.
There's also the fact that it'll wash away in the rain, so they'd be getting thereselves in pretty deep if a storm had been coming. It's just not a reliable method.
Well then they shouldn't have even introduced the plot point at all then if they were never going to use it again.
