You can't create proper order without structure. Carver knew this and being strict was the best way to go around it. Nobody would've kept together for that long if people were all just being nice to each other.
Also, he was mean to the point of killing people because they were "useless". He was a sadic man, he was crazy and crazyness should not rule the apocalypse.
If he was a good man, why would Carlos, Luke, Nick, Rebecca, Alvin and the others left in the first place?
There is no order where there is no freedom and a single man opinion will always be biased.
You prob really value safty even to the point of following some super strict rules. Others myself included would rather die than follow some crazy dude and there lies the problem. You cant keep people agaisnt their will (even if you believe its for a good reason) people will be looking to kill you any chance they get. (hence this happened)
It make way more sence to make it such a good place people dont want to leave in the first place !!

I agree somewhat that a zombie appocalypse situation needs a strong leader type but that leader also needs enough compassion to know that it is wrong to kill others because the living is ALL that matters now.

Carver wasn't really the "nicest" man by what we've experienced in Episode 3 but in the 2nd episode he actually wasn't that bad, he greeted us and told Clem some kind words when we first met him. He did seem suspicious though like when he was nosey and barged in without our permission, he was "obsessed" in finding his people. I didn't really know why he was looking for them but I can see why they would run away from Carver.
"But I will put a bullet in you and that baby before I let you leave again with my child!" That's when Carver stops our group from escaping and holds a machine gun directly at them. At that time he really didn't want us to leave because the camp is "safe" for Rebecca and the baby but it really wasn't because a herd of walkers showed up and wrecked the place.
He was a good leader for the whole community but he acted crazy and would kill anyone who disobeys him, so what I'm trying to write in this comment is that he's a really "bad" person and to be honest, I'm actually glad that Kenny killed him with a crowbar.
Carver intended to steal a child away from his parents.
Meaning he intended to kill Rebecca and Alvin after the baby was born so the baby would no doubt beleive he was the father.
Sarah has a mental disorder which keeps her from adapting to horrible situations which Carver fails to understand he would have wound up killing her like he did Reggie solely for being useless which would have also led to Carlos death in an attempt to protect her.
Kenny never had any intention of following Carver had Kenny stayed he would have kept butting heads with him to the point it got him killed like what almost happenned in episode 3.
Luke and Nick probably would not have stood for Carver killing Rebecca and Alvin and also got themselves killed in either an escape attempt or a revenge attempt.
