That means if you wanna do stealth, don't use guns, since those that powerful to one hit kill are too loud, and those silenced enough to be stealthy can't guarantee one hit kill.
2. Enemy can now noticing missing patrol, and they got pagers. That means you need to be careful with your takedown, otherwise there is horde of enemies coming your way.
3. Level designs are for Assault rather than Stealth. Trying to ghosting level means some collectables like money can not be collected, but collecting all unique weapons and blueprints are possible.
For example: Rescuing hostage Mission. Bring a hostage that can not even climb over fence is gonna give you a hard time trying to stealth.
Stealthing is gonna be very, very punishing in this one(I spend 200 hours in this game, and I dare to say so). Thus, if you enjoy proper stealth, that is, knock out or kill no one, leaving no trace, no alert, you will have hard time. But if you enjoy shooting lights off and go John Wick("Tactical" Stealth), then you will love it.

basically this tbh:

a lot of the differences come down to various QOL changes
but ig i'll mention some of the changes too
+ bullets are no longer hitscan; ie you must lead ur shots when engaging moving targets
+ recoil has been reworked so there's an incentive to use semi auto/burst fire instead of full auto
+ line of sight indicator has been reworked; it's a lot less intrusive in IV2 than 1
+ you can now break door locks during lockpicking; breaking is faster but also very loud
+ you can shoot out circuit breakers to permanently disable them
+ NPCs no longer instantly shoot you when spotted; you'll notice this very easily when playing 1 vs 2
+ kills and KOs are no longer trivialised during stealth; enemies will notice missing ppl on true + throwback difficulties and become sus
+ unmanned cameras will change from red to yellow light (it was always red in IV1)
+ weapon + ammo customisation; this also means almost all weapons are viable for stealth now, rather than just 5 or so weapons in vanilla IV1
+ enemies now retreat and camp if they're taking casualties in combat
+ fire mechanics (including flare gun, molotovs and fire alarms)
+ skill mechanics allow you to upgrade ur abilities (better recoil control, reduced speed penalty, faster lockpicking, etc)
