More info on my setup:
I wonder if anyone else with an AMD gpu on linux could chime in? I doubt it's an AMD driver issue - it would be weird for a driver to allow the game to consistently boot up once per prefix but then never again. Then again, it's already pretty weird hahah.
cd <path to your steam install>/steamapps/compatdata/2608270/pfx/drive_c/users/steamuser/AppData/Roaming/intravenous2
Edit your user_settings.cfg and set render.screenMode to 0
Not a guaranteed fix, but i had the same problem.
I am running this on Proton 9 and an AMD GPU, give it a shot.
confirmed fix works on Proton Expermental with a pass-through vm running Void 6.6.18, amdgpu and xorg. performance near-identical as if it ran on W10
it was pretty annoying for a while having to clear game data every other start
