I don't think its AS OP as it seems, but its just very very versatile
EMP is fine, but I prefer breaking them entirely to stop them from being turned back on, carving a path throughout the level where I know I have places to retreat to if things go bad. The EMP gun doesn't work as effectively if there are a lot of lights in one area, and the EMP backpack is too noisy to carry/takes too long to charge. I would rather just pop the lights and not have to worry about them.
