Subsonic .308 Win is a very, very ineffective round. Suppressing hypersonic .308 Win doesn't make it quiet, it just means that you can wear one layer of ear protection instead of two and is still incredibly loud.
Based on those two things, the ingame version seems to shine in scenarios where the sound actual helps you. There are a few maps/missions I won't spoil where you have access to really long kill zones and can make them one-way entrances. Locking yourself in at the end and firing off rounds with an unsuppressed 700 will lure in just about every enemy on the map, allowing you to peek around cover and drop everyone that walks into the hall.
There's nothing it does better than the 417 , but if there were no bolt actions in the game then people would probably be begging for one.
Subsonic is 100% not useless, but it is 100% situational. It's amazing on the quiet pistol to take out lights and windows. Just doesn't have enough stopping power on anything outside of easy to be worth using on enemies.
If you were really lazy you could use it on the VAL to kill enemies AND take lights out, but there would be no reason when you can just equip that pistol.
