About learning capacity and max out the stats

Have anyone reached the maximum points of learning capacity? I'm currently at 14000 pts but i don't see much difference compare to when i had significantly less learning points.

Learning capacity is basically XP to spend, specifically for steve, to level up HIS ranks. Getting higher capacity does nothing for your performance if you don't spend it.

LCP applies to both steve + sean
you'll get +2k LCP for both of them, for each NG+ run
there's no hard cap either on LCP

I'm confused. To level up the ranks it always requires money, but you can only level up once after each mission. Then if learning capacity does nothing to my ranks then basically everytime i start a ng+, my character is the same as beginning when i play the game for the first time.
