Weapon mods that "will unlock?"

I have a decent amount of money, and a handful of options (AR-15, MP5N, etc.) for my primary weapon, although I tend to stick to my silenced S&W 4575. Yet, pretty much all of the mods are locked for me on all guns. Is this just a progression thing?

I CAN roll super hot with unsilenced, not subsonic assault rifles and submachine guns, but why can't I buy their add-ons? No connections yet? I have the cash.

you need to press a different key to purchase weapon mods - pay attention to the text on-screen

it was changed from a mouse click to a dedicated button since people were mistakenly purchasing weapon mods during development
