Illegal Mahjong is basically a traditional Mahjong game where you will have to play matches of this game and win to advance in the story, these games really follow the classic rules of 4 players, making trios, ladders, quartets, etc, but also has a system of "cheats" where using MP a la Rpg you can get a better robbery, see your opponents chips, reduce the amount of points you lose and other passive cheats like starting with better hands of pairs or threes, the game also has a "progression" of difficulty that consist in reducing the points you start with as well as your opponents also cheat in a certain amount of occasions depending on the level.
As for the story of the game, the main character is sold to a clandestine casino where to be free she has to win enough games (6) to buy her freedom and leave, the story is quite simple and generic so the protagonist does not have much personality or development, even so the game has a variety of endings mostly being "bad endings" where the protagonist ends up being a sex slave or similar, these endings are unlocked depending on the games you lose, in which stage or if you use the cheats.
As for the other sections, the art of the game is quite good, the design of the protagonist is quite attractive and in the scenes and CG of the game she has good proportions and you can see quite a lot of details with lights and reflections. The sound section is not far behind because although it has simple background music, the game has quite professional voice acting in Japanese, for all dialogues and phrases of the protagonist which gives a pretty good plus.

All the content of this type is unlocked as you lose in an encounter and when you lose games in certain levels, there are a large number of sexual scenes although most are variations of others, but with changed dialogues (being these more lasivos) and with different facial expressions, these scenes are with still images in sequence and accompanied by dialogues in text and voice acting.
The genres that these scenes deal with are linked to non-consensual or forced sex, combined with other fetishes such as services like blowjobs, masturbation, handjobs and other more intense ones like traditional sex, threesomes, breastfeeding, creampie, etc.

💭Conclusion
Overall the game has good and bad points, the game offers a solid and traditional mahjong gameplay that if you are familiar with the game you will understand perfectly, plus it adds a cheat system so you can win more easily and advance in the story, but the bad thing is that the game assumes that you know how to play mahjong as it does not have a tutorial on how to play or the rules that follows, so a novice player can have many complications to enjoy it.
In terms of sexual content, it has the disadvantage of requiring an external patch to unlock it, but leaving that aside, the scenes are quite good and have a quite attractive art and excellent voice acting with sfx included as moans, the only problem with these scenes is that they are fixed and that reuses enough CG to offer variations of the scenes, plus the only way to unlock them is losing in each level several times to unlock every possible scene makes it somewhat tedious.
If you like or know how to play Mahjong, it is a good acquisition that you will enjoy both gameplay and manual work, but if you do not know how to play mahjong it is preferable that you do not acquire this title because you will not enjoy it and you will be constantly frustrated to see that you always lose.

So this only just barely gets a "not recommended" At time of writing this, the description of the game gives a great setup,, seeming like a story driven game with skill/cheat elements you can employ etc...

The reality is it's a well programmed mahjong simulator with half lackluster AI. (player across loves to call, other two will never call, etc) and there is zero story actually there.... just going from one round to the next with "winning" being the only condition.

Great in theory, and if there was a story, and money tracker, etc, I can see this being an amazing game. But as of now I feel there are other mahjong games on steam that offer better experiences for the price
